Section 25 of FSS Act, 2006 specifies that all food articles imported are to be subject to the provisions of the Act. The FSS (Import) Regulations, 2017 provides the requirements and procedure to import food articles. The Food Import Clearance System (FICS) is an online system, designed to facilitate clearance of imported food articles by integrating FICS with the Customs Ice-GATE [Indian Customs Electronic Commerce/Electronic Data Interchange (EC/EDI) Gateway] under SWIFT (Single Window Interface for Facilitating Trade). Risk Management System (RMS) facilitates selective sampling and testing of articles based on risk profiling done by FSSAI. A well framed process of scrutiny of documents, visual inspection, sampling and testing is carried out to determine the safety and standards compliance of the imported article.

Jawaharlal Nehru Port (Nhava Seva) is the largest container port with the major food import being oil, fresh & dry fruits. FSSAI, WR has an office at Nhava Sheva and has been clearing the articles at this port since September, 2010. The points of entry for this port are SEZ ARSHIYA LTD, JNCH Nhava Sheva and JNPT SEZ.

Mumbai Port has a phenomenal history with trade dating back centuries. With the establishment of Mumbai Port Trust in 1873, this port has fostered trade and commerce, thereby leading to an increase in the economy of the nation over several decades. Despite the development of newer ports in and around the city, Mumbai Port continues to play a significant role in import and export of various commodities. Currently, major food commodities imported at this port are pulses and raw edible oils.

It is the most recently added port under FSSAI’s direct control. Ahmedabad Air Cargo Complex, ICD Sabarmati and ICD Thar Dry Port are the entry points. Major commodities imported at this port are retail products, food additives and nutraceuticals.

Kandla port is located on the Gulf of Kutch and is one of India’s busiest major ports on west coast. The Kandla SEZ, the “first green industrial city”, is the first in Asia and largest multi-product SEZ. This port mainly handles crude oil imports. FSSAI, WR inaugurated its office at Kandla on March 10, 2022, a year after FICS went live at this port. The points of entry for Kandla port are Kandla Seaport and SEZ Kandla.

Mundra port (Adani Ports & SEZ Limited, APSEZ) is India’s largest commercial port and the largest private SEZ in the country. The FICS at this port went live on March 10, 2021 and the office at Mundra was inaugurated on March 10, 2022. This port is a major site of import of Nutraceuticals and dry fruits. The points of entry for Mundra port are Mundra Seaport, Old Mundra seaport and SEZ Mundra.
